A maintained resource is something a space takes responsibility for and gives a page to: a vocabulary, a collection of documents, a set of documentation like this one, a systematic review, a shared template. The resource is identified by a URI; the space is what says who may work on it and what its page shows.

Declaring one is a single nanopublication by an admin of the space: the resource's URI, a name, a description, the space that maintains it, and optionally a kind and a namespace. From then on the resource has a page hosted within the space.
